  <about>As a civic organization for young people, the Minnesota Jaycees are developing our next generation of civic leaders by providing young people the opportunity to stand up and take initiative in their community. We engage young people through project management and social entrepreneurship that will make an impact in their communities and build leadership skills. Jaycees around the state are responsible for organizing community festivals, fundraisers for other nonprofits, and creating opportunities for community members to engage with one another. Statewide, the Minnesota Jaycees contribute an average of 170,000 volunteer hours a year through direct service to communities and skill-building to more effectively lead in the community.

As an all-volunteer organization, its roots remain close to the communities we serve at the chapter level. Today, the Minnesota Jaycees is a statewide organization consisting of 80 local chapters and 2,500 members. Our chapters are in rural, mid-sized, and urban communities and our membership is limited to young people between the ages of 18-40. Our members come from diverse socio-economic backgrounds- we are one of a few truly cross-class civic organizations present in the state. s</about>

  <circumstances>The Minnesota Jaycees is in the progress of launching a new visual and branding identity package.  The logo we have provided for you is our new logo identity being rolled out to chapters statewide in phases running from 12/2009 to 6/2010.  The timing of this challenge fits well with this roll out and will enable us to launch not only a new web site with needed technology capabilities, but a site with our updated branding identity.   

Our current site, and every website before this point, has been built by volunteers with varying degrees of knowledge.  It is time for a professionally planned and built site, but is important to note we will need to depend primarily on member volunteers to help with ongoing content updates. </circumstances>

  <green>A new website will produce many shades of green for the Minnesota Jaycees by supporting improvements for the state organization and our 80 plus chapters statewide!  We are the first to admit much of the administrative functions of our organization are stuck in a paper driven model. We are an organization for young people, yet our management functions were largely designed by boomers. It is time for an update that will not only make us a more efficient organization, but reduce our carbon footprint through management improvements. This new website will support reduction of our use of paper across multiple functions, reduction of energy used for the production and transport of that paper, reduce energy costs associated with mailed communications and reduce travel for in-person meetings.  

Some specific areas we will &quot;green&quot; with the support of this new website: 

* Member database management tools will allow us to transition more general membership communication to email from direct mail. 
* Transition quarterly volunteer recognition nominations to an online submission process. 
* Improve our current event management processes reducing paper and energy use. 
* Reduce printed materials for our meetings, training sessions and events. 
* Provide a more robust online database of forms needed for local chapter administrative tasks. 
* Reduce statewide travel needed by providing interactive resources for inter-chapter knowledge share. </green>

  <justification>Managing communications with 80 plus chapters and providing the resources that encourage them to connect with each other is challenging yet vital to our success. The Minnesota Jaycees is a statewide network of young metro, mid-sized town, and rural volunteers and is seeking technology resources and communication tools to better connect our chapters and volunteers to one another while providing crucial resources for effective community leadership.  A new website for Minnesota Jaycees will benefit the state organization, but more importantly, the impact will broaden to benefit our statewide chapters and the 80 plus communities they serve.  

Today's fast-paced technology culture and current shifts in volunteer trends also require a civic membership organization like the Jaycees to develop new ways to engage its audience. The project includes the building of a new website that will help connect local chapters and volunteers around the state, providing training, technology infrastructure, and resources to better communicate the impact of each chapter&#226;&#8364;&#8482;s work within their community. Our current website does not deliver the efficiency we need in communication within our multi-chapter model, nor does it encourage member interactivity needed to engage and retain today's tech-savvy young leaders.   We have identified three priority areas for this website redesign as noted below.  



GOALS AND OUTLINE OF THE PROJECT:

1.	Unifying the Network- State Infrastructure: To build the capacity of the Minnesota Jaycees to facilitate connections, information and resource-sharing between local chapters and local volunteers across geographic divides.

	Website: content management/communications
	* Member management: database management tools 
	* Event Management: calendar, online registration, user preferences
	* Online community: training tools, volunteer interaction and resource-sharing

2.	Tools to Engage- Volunteer Management: To provide resources, assistance, and frameworks for local chapters and local volunteers statewide to engage with one another more effectively through the use of collaborative internal communications strategies. 
	 * Volunteer management system:
         * Volunteer tracking and online awards/recognition submission
	 * Volunteer project management, online Project Planning Guide
	 * Project management library, user-generated content

3.	Communicating the Impact &#226;&#8364;&#8220; Chapter Infrastructure : To develop the tools needed for local chapters to effectively engage young people and community at large through the Jaycee brand and an understanding of their impact in communities.
	* Access to Technology: provide local chapters the ability to build their own easy-to-manage website within state web platform
        * Interactive Tools: Engage members/volunteers through photo and video share.
